Dear Faskin,
I intended to suggest to you, with reference to the
Report of the superintendent of Imports and Exports it Hong Kong
enclosed with the Governor's confidential despatch of the 16th
August, that the statements on pages 1 and 5 of the Report relating to the export of French dovernment opium from Indo-China should be
brought to the notice of the Indian Government as tending to
confirm what has been suspected before, viz. that the amounts of Indian opium exported to Indo-China on French Government account
are excessiva. I do not, however, remember having done so. If you have not already brought the point to the notice of the Indian Government, perhaps you would consider the quination suggestion.
